Federal Hill & South Baltimore

Federal Hill is Baltimore’s cannabis epicenter — two of the city’s most prominent dispensaries sit within blocks of each other, making this the natural starting point for visitors.

CULTA

215 Key Highway, Federal Hill

CULTA is Baltimore’s flagship dispensary and one of the most recognized cannabis brands in Maryland. As both a cultivator and retailer, CULTA grows its own house strains while also carrying a full multi-brand menu. The Federal Hill location features a modern retail floor with knowledgeable budtenders who can walk you through their extensive flower, concentrate, and edible selection. If you only visit one dispensary in Baltimore, this is the one.

Cookies Baltimore

35 East Cross Street, Federal Hill

The Maryland outpost of Berner’s Cookies empire. Known for exclusive Cookies-branded genetics, lifestyle merchandise, and the kind of brand-forward dispensary experience that draws a younger, fashion-conscious crowd. The Federal Hill location puts it steps from CULTA, making this neighborhood a natural two-stop cannabis crawl.

Fells Point, Canton & East Baltimore

GreenLabs

1522 Eastern Avenue, Fells Point

A 2,200-square-foot dispensary that won Baltimore Sun Reader’s Choice for best dispensary. GreenLabs has built its reputation on personalized service, a well-curated menu, and a Fells Point location that makes it an easy stop before or after exploring one of Baltimore’s most popular waterfront neighborhoods. The staff is known for spending time with first-time customers rather than rushing them through.

Health For Life Baltimore

6807 Rolling Mill Road

Winner of Leafly’s Best Overall dispensary in the Baltimore area. Health For Life operates a large-format dispensary with an extensive menu spanning flower, concentrates, edibles, tinctures, and topicals. Their online ordering system is one of the smoothest in the state, making pre-order and pickup particularly efficient.

Hampden, Remington & North Baltimore

Liberty Cannabis

3317 Keswick Road, Hampden

Located in Baltimore’s artsy Hampden neighborhood (home of The Avenue on 36th Street), Liberty Cannabis offers a 25% first-time customer discount — one of the most generous introductory deals in the state. The Hampden location puts it near Woodberry Kitchen, Atomic Books, and the rest of Hampden’s walkable, independent-business district.

Cathedral Street, Pikesville & West Baltimore

ReLeaf

1114 Cathedral Street

ReLeaf stands out for one thing above all: hours. Open until 11pm, ReLeaf is one of the latest-operating dispensaries in Maryland. For visitors arriving late, workers getting off evening shifts, or anyone who missed the 9pm cutoff at other shops, ReLeaf is the go-to. Located on Cathedral Street near Mount Vernon, it is also one of the most centrally located dispensaries in the city.

The Living Room

1636 Reisterstown Road, Pikesville

The flagship retail location for Evermore Cannabis, one of Maryland’s premier cultivators. The Living Room carries the full Evermore product line alongside other brands. They also offer medical delivery from this location, making it a key hub for patients in the Pikesville and northwest Baltimore corridor.

Baltimore Dispensary Hours

Most Baltimore dispensaries operate 9am–9pm, but hours vary. ReLeaf on Cathedral Street is open until 11pm. Always check the dispensary’s website or Google listing before driving over, especially on holidays.

Baltimore Head Shops & Accessories

Baltimore’s head shop scene complements the dispensary market with glass, accessories, and growing supplies:

  • Patorco (Federal Hill) — Glass pipes, accessories, and local art. A natural add-on to a Federal Hill dispensary run.
  • 529 Hemp (Fells Point) — CBD products, hemp goods, and smoking accessories in the waterfront district.
  • Doc’s (Baltimore, since 1979) — One of the oldest continuously operating head shops on the East Coast. A Baltimore institution.
  • Smokin Treasures — Beyond accessories, they offer free growing classes for Maryland home cultivators — invaluable for anyone starting their first 2-plant grow.

Getting Around Baltimore’s Dispensaries

Baltimore’s dispensaries are spread across the city, but the highest concentration is in the Federal Hill – Fells Point – Hampden triangle:

  • Federal Hill (CULTA + Cookies) — Walkable from Inner Harbor, easy Uber from anywhere downtown
  • Fells Point (GreenLabs) — Waterfront neighborhood, 10 minutes east of Inner Harbor
  • Hampden (Liberty) — 15 minutes north of downtown, excellent restaurant and bar scene
  • Light Rail from BWI Airport connects to downtown Baltimore for visitors arriving by air
  • MARC Penn Line from DC’s Union Station to Baltimore Penn Station (60 minutes)

Uber and Lyft are widely available and are the most convenient way to dispensary-hop across neighborhoods. Street parking is available in most neighborhoods but can be competitive in Federal Hill and Fells Point on weekends.
