NECANN Maryland Cannabis Convention

The New England Cannabis Network (NECANN) hosts a Maryland-specific convention at the Baltimore Convention Center, bringing the professional cannabis industry to the mid-Atlantic:

  • 120+ exhibitors including cultivators, processors, dispensaries, technology companies, compliance firms, and ancillary service providers
  • Speaker panels covering Maryland regulation, social equity programs, cultivation techniques, retail operations, and policy developments
  • Networking — The convention floor is where Maryland’s cannabis business community connects. Aspiring equity applicants, established operators, and industry service providers all in one space
  • Educational sessions — Sessions on MCA compliance, licensing processes, and market trends for both industry professionals and newcomers

Licensed Cannabis Events: SB 215

Maryland passed SB 215, which authorizes licensed cannabis events — a significant expansion beyond dispensary sales. The law creates a framework for cannabis consumption at temporary events:

  • Duration: Events may last up to 48 hours
  • Products: Edibles and infused beverages may be served on-site (THC limit: 5mg per serving)
  • Restrictions: Indoor smoking is prohibited. Vaping, edibles, and beverages are the permitted consumption methods at licensed events
  • Licensing: Event organizers must obtain a license from the Maryland Cannabis Administration
  • Equity: Event licenses are expected to be integrated with the state’s broader equity framework

SB 215 positions Maryland as one of the first East Coast states to authorize on-site cannabis consumption at temporary events — a model that could influence neighboring states as they develop their own regulatory frameworks.

Event Consumption Rules

At licensed cannabis events under SB 215, consumption is limited to edibles, infused beverages (5mg THC per serving), and vaping. No indoor smoking of any kind. Bring a valid 21+ ID. Events may be cash-only. The same rules apply as anywhere else in Maryland: no driving under the influence, no taking cannabis off the event premises to public spaces.

Consumption Lounges: Coming Soon

The Maryland Cannabis Administration has authorized 15 consumption lounge licenses, all reserved for social equity applicants. These will be Maryland’s first dedicated cannabis consumption spaces:

  • License count: 15 total, equity-only
  • Consumption methods: Vaping, edibles, and infused beverages. Indoor smoking is prohibited
  • Serving limits: 5mg THC per serving for edibles and beverages
  • Status: Applications were not yet active as of early 2026. The MCA is developing regulations and application processes

Consumption lounges will be a significant addition for visitors. Currently, the “private property only” consumption rule is the biggest constraint for tourists. Once lounges open, visitors will have legal, social spaces to consume without needing a private residence.

  • Book early — Baltimore hotels fill up for major events. The Inner Harbor area is convenient for both the Convention Center and Baltimore dispensaries
